The Demise of the 28-Point Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the tension triggered by the presentation of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been defused. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of rocket attacks on Kyiv.

The Rhythm of Negotiation and Warfare

The chain of opposing developments captured the bleak nature of the current period. By day, negotiation efforts are conducted: optimistic declarations are released from different nations. Significant resources is devoted on containing specific proposals. By night, Moscow clearly shows the world that, for them, conflict continues to be the key method for achieving "peace".

After-Dark Attacks

As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is equipped to monitor projectile deployments from Russian territory, a ability enabled by timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been scrambled to intercept incoming guided weapons flew past – modern combat jets delivered to Ukraine by Western partners.

Shortly after, Kyiv's air-defence systems engaged: several firings targeted at a hostile projectile. This was a modern interception technology at work, most likely delivered by partner states. Every deployment jolts you unexpectedly, rattling buildings. The instant of fear quickly transforms into resigned acknowledgment: perhaps the hostile projectile won't cause damage this time, preventing destruction from ruin and further power outages.

Persistent Threats

Following this, a large-caliber weapon fired at a unmanned aircraft close by, part of a defensive team – almost certainly Western-made equipment. Unfortunately, the projectiles didn't strike the enemy aircraft – it maintained course toward its objective.

With pauses, this persisted until dawn. Kyiv awoke to the daybreak reports: seven people killed, damage and utility failures in numerous residences as a result of the evening attack. As always, everyone still maintained normal activities – enduring hostilities. But those full day demonstrated Ukraine's essential dependence on external assistance – a need that regional partners are demonstrably unable to fill in the short term.

Failed Diplomacy

The detailed framework from US administration sparked intense emotion, discussion and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.

Every new proposal from US leadership unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually secure success. This pattern will, undoubtedly, persist.

Tactical Assessments

It is convenient to criticize specific actors of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. American leadership works based on a assumption familiar among seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The White House presumes that it is unrealistic to force Russia to abandon the areas that it already controls in Ukraine's south or east.

The issue is that while accepting these circumstances, US leadership does nothing to prevent Kremlin actions, through words or deeds, from believing that the situation will not change more in its benefit in the months ahead.

Opposing Positions

Therefore, Russian leadership is certain that time is on his side – that Ukraine and its allies are nearing depletion. Their reason to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing civilians and areas but preventing a total frontline collapse until circumstances change in its benefit.

Present Conditions

Realistically, there are no actual prerequisites for a ceasefire. Now, personal considerations are entering the equation: personal goals to broker a ceasefire and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any plan Kyiv finds unworkable, so that their attention does not switch to internal issues. And although their objective will now be significantly challenging after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.

These two forces are guiding negotiations.

Summary and Prospects

It took a just a single week to eliminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, recent disclosures, all achieved their purpose.

While new plans based on previous concepts are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and show particular unwillingness to change the course of events, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, mainly require ongoing international assistance.
